LABOUR RELATIONS OFFICER – IUOE 942

Position Role:

Labour Relations Officer, reporting to the Business Manager/President and International Representative provides complex, professional and administrative services. Interpreting and overseeing the program of labour relations established by collective bargaining agreements and certified bargaining units of the IUOE Local 942.

Incumbent is responsible for assisting in negotiating collective bargaining agreements for bargaining units, and providing assistance to members and their elected representatives regarding implementation and administration of the provisions of the agreements.

General supervision and guidance is received from the Business Manager/President but the incumbent is expected to plan and execute work with limited supervision.

Key Accountabilities and Primary Functions:

The following are the key accountabilities and primary functions of the position. Other duties and tasks may be assigned. Performance evaluations are based on the requirements contained in this position description, policies and procedures of the organization and any specific goals and objectives that may be set.

  • Researching and presenting grievances
  • Providing advice to members regarding their CA
  • Responsible for the day to day interpretation of collective agreements and a variety of legal statues.
  • Settle disputes, provide advice on grievances, conciliation, mediation, harassment and long term disability issues.
  • Provide process assistance and support to members involved in Worker’s Compensation, Employment Insurance, LTD appeals and arbitrations.
  • Helping in organizing new bargaining units.
  • Establish and maintain functional relationships with employer representatives, lawyers, human resource/industrial relations offices at all levels, senior staff, members and others as required.
  • Analyze labour legislation, policies, collective agreements and labour trends.
  • Other duties as required.

Education, Knowledge and Experience:

  • A university degree combined with extensive experience as an advocate or an equivalent combination of education and experience.
  • A thorough understanding of the Union’s legal framework and environment including the Hoisting and Portable agreements, PEI employment act and other statutes such as the Human Rights Code and Worker’s Compensation
  • Excellent written and oral communication skills
  • Familiarity with and competence in a computerized office environment is required
  • The successful applicant will have knowledge of:
  • The trade union movement and issues facing the union movement
  • Collective bargaining processes and preparation of collective bargaining proposals
  • Mediation, conciliation and arbitration processes
  • Strategic planning processes and implementation of strategic plans in an identified service area or program of labour relations
  • Grievance procedures, problem solving and dispute resolution processes

The successful applicant will have the ability to:

  • Establish and maintain functional relationships with members, leaders and employer representatives as well as other internally and externally as needed
  • Research grievances, arbitration and Labour Relations Board cases
  • Exercise sound judgement and make decisions
  • Work independently, plan and organize multiple responsibilities and projects to meet deadlines and interpret contract language.

Conditions of Work:

This position will be headquarter in Charlottetown.

Travel may be required.

Hours of work: 75 hours bi-weekly/ Monday through Friday/ Days with some evenings as required.

Salary: $38.46 – $39.49 per hour
